Sidi Allal Boussaid Represents Young Sahrawi Elites at the ‘Tangier Global Cities Summit’

Mr. Sidi Allal Boussaid, President of the Houza Territorial Commune, made a prominent appearance at the 8th World Congress of the United Cities and Local Governments (UCLG) organization. Hosted in Tangier under the High Patronage of King Mohammed VI, the summit is held under the theme: “A New Generation of Inclusive Local Public Services.”

Boussaid’s representation of the Houza Commune at this premier international municipal movement gathering serves as a strong signal of the rise of a new generation of young elites and leaders in the Kingdom’s southern provinces. These emerging leaders are increasingly taking the initiative to advocate for local development issues on elite global platforms alongside worldwide policymakers.

The young commune president participated in a series of workshops and sessions that brought together over 3,000 participants—including mayors, ministers, and international experts. The congress provided an ideal venue to discuss mechanisms for integrating emerging territorial communes into global dynamics, particularly regarding sustainable urban transition, climate resilience, and innovation in managing local public services ahead of the “Post-2030 Agenda.”

According to informed sources, the participation of the Houza Commune president extended beyond protocol. It focused on opening communication channels and building new partnerships with international and regional actors. During these exchanges, he highlighted Morocco’s pioneering experience in decentralization and advanced regionalization, as well as the ongoing development efforts in the Laâyoune-Sakia El Hamra region in general, and the Es-Semara province and Houza commune in particular.

Local observers note that the participation of young elites of Sidi Allal Boussaid’s caliber in this global event—hosted by Morocco for the second time—reflects the vitality characterizing the political landscape in the Moroccan Sahara. It underscores their capacity to navigate modern digital, financial, and environmental challenges, effectively bringing the voice of local populations to international decision-making circles.
