From the heart of Benghazi—the vanquisher of terrorism, the city that faced the gravest challenges and made immense sacrifices in defense of its dignity and national security—I participated today in the high-level regional meeting of heads of security and counter-terrorism agencies. This gathering carries special symbolism, as security and intelligence leaders from around the world convene on the soil of this city to address shared threats.
The growing intersection between terrorism and organized crime, along with the cross-border challenges it imposes, requires an integrated security vision based on intelligence coordination, information sharing, and preemptive action against threats before they occur, thereby preserving the security and stability of states.
We reaffirm our steadfast support for the Libyan Intelligence Service, as well as our keenness to enhance its capabilities, train its personnel, and strengthen its regional and international partnerships—driven by the conviction that intelligence work serves as a foundational pillar of national security and a guarantee for safeguarding the state’s sovereignty and supreme interests.
Furthermore, we highly commend the efforts of the Libyan Intelligence Service and its fruitful cooperation with the sisterly Kingdom of Morocco in organizing this forum. We also appreciate the high-level participation of the United Nations Under-Secretary-General for Counter-Terrorism, heads of security and intelligence agencies, and international delegations, reflecting the significance of this meeting in expanding the horizons of cooperation and expertise exchange.
Benghazi’s hosting of this meeting—following the battles and sacrifices it endured in confronting terrorism—embodies its transformation from an arena of confronting threats into a hub for coordinating international efforts to combat them. It reflects Libya’s role in the regional security architecture and underscores our firm commitment to protecting our national security and contributing actively to the stability of our African surroundings—guided by our conviction that state security is a shared responsibility, and that what has been achieved through sacrifice is preserved by vigilance, enhanced by partnerships, and protected by national resolve.
