The Judicial Agency of the Kingdom (Agent judiciaire du Royaume) reported that in 2025 it initiated procedures aimed at evicting administrative and functional housing units and demanding compensation for their unlawful occupation, in order to protect state property and ensure the normal, continuous functioning of public utilities, given the administration’s need for these housing units to accommodate officials and employees legally entitled to them.
In its annual report, the Agency explained that it managed to secure approximately 435 eviction rulings against occupants of administrative and functional housing units across all regions, and successfully evicted about 198 administrative and functional housing units that were unlawfully occupied across the entire territory of the Kingdom. It also confirmed that it obtained 33 judicial rulings involving financial repercussions totaling around MAD 7.35 million as compensation for the illegal occupation of administrative and functional housing.
The same body, which operates under the Ministry of Economy and Finance, highlighted that last year it received nearly 3,013 cases concerning assaults against employees while performing their duties, alongside court rulings issued to compensate affected individuals amounting to a total of MAD 7,747,030.00.
The aforementioned annual report pointed out that these statistical data reflect the scale of the cases handled, whether in terms of the number of files, the number of judicial decisions issued regarding them, or their distribution across various judicial tiers and partner sectors, allowing for a clear understanding of the nature and trends of these disputes.
The mentioned cases resulted in a total of 1,914 judicial decisions, comprising 1,231 primary rulings, 681 appellate decisions, and 2 rulings at the Court of Cassation level.
In a related context, the Judicial Agency of the Kingdom stated that it received a total of 2,262 prosecutions against public sector employees from the public prosecution offices across the Kingdom’s various courts. These included 1,058 prosecutions resulting from violations of administrative regulations, 254 prosecutions resulting from involuntary manslaughter/injury crimes, and 946 other prosecutions.
The total cost of lawyer fee statements settled in the framework of managing lawsuits filed against the state and providing legal support to employees for the year 2025 reached MAD 9.39 million, distributed between MAD 7 million for criminal case fees, MAD 1 million for civil cases related to eviction matters, and MAD 100,000 for amicable settlement procedure files. The total number of settled lawyer fee statements was 1,896.
Due to not having regional branches and having a limited staff of no more than 178 employees, the Judicial Agency of the Kingdom resorts to utilizing the services of lawyers in managing state disputes for certain cases that require the immediate presence of a lawyer and the execution of various procedures across all parts of the Kingdom.
