In a milestone and unprecedented moment in the political and democratic journey of the Kingdom of Morocco, a final agreement on the formation of the new government majority was officially announced today in Rabat. This comes following intensive political consultations led by Ms. Fatima Ezzahra El Mansouri, National Coordinator of the Collective Leadership of the PAM (Authenticity and Modernity Party) General Secretariat.
This announcement follows the Royal Appointment by His Majesty King Mohammed VI—may God assist him—appointing Ms. El Mansouri as Head of Government and tasking her with its formation in accordance with Article 47 of the Constitution, following PAM’s victory in the legislative elections held on September 23.
Official Statement on the Formation of the Government Majority:
> STATEMENT
> Formation of the Government Majority
> Immediately following the gracious appointment by Our Master, His Majesty King Mohammed VI—may God protect and assist him—of Ms. Fatima Ezzahra El Mansouri, National Coordinator of the Collective Leadership of the General Secretariat of the Authenticity and Modernity Party (PAM), which led the election results, as Head of the new Government and charging her with its formation pursuant to Article 47 of the Constitution, she initiated broad political consultations with several parties represented in Parliament. These discussions began by addressing the various challenges and constraints facing our country, and culminated in the formation of a strong and cohesive political majority—one fully aware of the multifaceted internal challenges and external constraints, and capable of responding effectively to the aspirations of male and female citizens in providing decent living conditions, strengthening rights and freedoms, achieving social justice and territorial equity, and fostering economic prosperity.
> Thus, and following two rounds of responsible political consultations led by the Head of Government-designate—during which the supreme interests of the nation, the national and international contexts, and the popular will expressed during the legislative elections of September 23 were kept paramount—a female Head of Government was appointed for the first time. This marks an unprecedented historical event in our democratic process, carrying profound symbolic significance.
> Having noted the high sense of national responsibility and deep political awareness demonstrated by the various political parties participating in these consultations regarding the scale of the challenges and stakes of this pivotal moment; and mindful of the delicate nature and requirements of the political and democratic stage through which our country is passing; and following a careful review of past governmental experiences;
> It has been decided to form a cohesive political majority that generates a strong political government, composed of political components characterized by intellectual and political convergence, united by and committed to a shared reform agenda. This government majority is designed to match the ambition of His Majesty—may God protect him—in building a rising Morocco moving at a unified pace, anchored in consolidating the foundations of democratic construction, good governance, social justice, territorial equity, and enhancing the productive capacities of our national economy.
> Within this framework, consensus has been reached on a political majority comprising the following parties: The Authenticity and Modernity Party (PAM); the Istiqlal Party; the Socialist Union of Popular Forces (USFP); and the Party of Progress and Socialism (PPS).
> On this basis, the four political parties forming the new government majority will work to nominate female and male ministers possessing competence, political acumen, integrity, and probity, as part of a harmonious and capable government equipped to implement the government program to be finalized as expeditiously as possible.

A Four-Party Alliance to Face Challenges and Consolidate the Social State
The statement released by the components of the new governing alliance indicates that the four-party consensus among PAM, Istiqlal, USFP, and PPS stems from intellectual alignment and a shared reformist vision aimed at accelerating sustainable development and boosting the national economy’s productive capacity.
Over the coming days, the four parties are expected to submit their nominees for the ministerial team based on standards of competence, integrity, and responsibility, paving the way for drafting the government program and presenting it to Parliament for debate and a vote of confidence.
