On Monday, October 5, 2026, Mr. Adel El Barakat, President of the Regional Council of Beni Mellal-Khenifra, chaired the proceedings of the regular October session of the Regional Council. The session was held in the presence of Mr. Mohamed Benribag, Wali of the region; Mr. Mohamed Guernachi, Governor of Fquih Ben Salah Province; and the Secretary-General for Regional Affairs, alongside members of the council, representatives of decentralized services, representatives of the advisory bodies established under the regional council, and officials from the regional administration, the Wilaya, and the Regional Agency for Project Execution (AREP).

Heading the agenda items, council members discussed the region’s draft operating budget for the fiscal year 2027 before unanimously approving it. The operating budget plays a vital role in ensuring the normal functioning of regional institutions and facilities, enabling them to carry out their assigned duties and competencies, and maintaining the implementation of programs and commitments under financial governance based on efficiency and resource optimization.
On the same occasion, the council approved the allocation of the estimated surplus for the 2027 fiscal year, continuing the effort to direct available resources toward funding priority programs and projects in alignment with the region’s strategic directions and development agendas. This programming reflects a commitment to making optimal use of the region’s financial capabilities and channeling them to serve territorial development while enhancing the impact of projects across all provinces within the region.
The session also featured a presentation on the projects managed by the Regional Agency for Project Execution, in its capacity as the executive arm responsible for implementing various projects and programs approved by the regional council. The presentation highlighted current projects and their execution timelines, allowing council members to evaluate progress and monitor implementation phases as part of strengthening governance, tracking, and oversight mechanisms. This presentation comes in the context of fostering closer coordination between the regional council and the agency to ensure seamless implementation and the realization of set development goals.
The work of this regular October session reflects the ongoing commitment of the Beni Mellal-Khenifra Regional Council to implement its programs and mandates, optimize financial planning for the upcoming phase, and continuously track scheduled projects across the region’s provinces.
